50 years ago, a wealthy white man announced a ‘plan’ to end poverty in this country. Today, a wealthy black man has picked up that charge and run with it.  The only constant (besides the poverty rate in this country, which hasn’t moved much at all) is that a rich man in DC is deciding to spend your money on plan that has been a proven failure.
